I disagree, if for example I book a load from NC to Midwest and have to take 77 tollway, I don't want any heavy loads, too many mountains. I would be pissed if I had to pick up 30k, but instead got to have 45k.
The same if I go to WY in the bad weather season and supposed to get 40k and instead get 10k, that would be messed up also.
On the flat land and in good weather I could care less, but I do book loads based on weight depending on the circumstances

If you always base your calculations and rates on max loads you will never be disappointed. You still have the same wear and tear on the mileage (not enough difference to measure) the only thing that changes is the amount of fuel that you burn. Even that is minor compared to the total outlay. 99% of my driving is in the Rocky Mountains so I could care less if it is going to east or west of the rockies. Set your rate and stick to it.

My reason for not hauling heavy in mountains is not fuel, I don't want to put unnecessary stress on my truck

My dad used to run the west coast with a 4-71 Jimmy. He bragged that he got a ticket. Once!
