Ok if it's supposed to slide of its just corroded up. Soak it with pb blaster and let it sit a couple hours.

At this point I'd get out the torch and burn that bolt head off. Even if you pull the dampener that bolt will likely break. Cutting off the bolt will leave something to work with unlike if it snaps at the block. The last thing I'd consider would be pulling the dampener; that opens a whole rat's nest of additional problems.
BTW, I asked a friend of mine in Virginia, the only wrench I completely trust to work on my truck, what he thought you should do. His first comment was, "Well it looks like Pete is well and truly ####ed."

Yep. Burn the head off. Pull the pump and then get the bolt out. Assuming there is room to pull the pump over the bolt shank. -
Weld a nut on the left over stud to remove?

Pete, I just dug out the mirror on a stick and got a better look at mine. We both have the same engine. I posted earlier about taking the housing that the water pump bolts to off which would simplify what you're doing. The water pump bolts penetrate the water jacket in that housing and are rust "welded" in. You aren't going to get them out. Take the housing off with the water pump still attached. I've been trying to post a photo but I'm about to say #### that and go drink a few gallons of beer.

Well tried taking water housing off. Didn't work cuz water pump was bolted in. So finished getting the Balancer off and after that it was Cake.. Old pump off new o rings(Which looked good) New pump on. Balancer put back on fan put back on. Gonna fill with coolant in couple days and should be good to go then
