No it is not. The CMR means the Code Of Massachusetts Regulations and this CMR is used on their highways only, not all public roads. It seems to be a convoluted system but it's MA's.
The cop is actually giving the guy a break, reducing it to not obeying the sign from a 15 over speeding ticket. It is not a commercial citation, the 720 CMR 9.06 statue refers to the MA highway code as I hinted and it has no reference to the vehicle or the FMCSA that would have to be there.
The speeding issue was also given an out if the judge decided to say he was speeding, the cop put down estimated, not actual, so the cop was just doing his job.
As for the OP, I'm thinking that you should just get advice from a lawyer, if it is just a simple "forgot to see the sign" ticket, pay it and don't worry about it, because it has nothing to do with speeding.

Ok thanks guys. For the most part there's two or three people in here that make sense. I agree the cop gave me a huge break but he knew as well as I did that the reason he pulled me over couldn't be over looked. So he still have me a huge break. I'm consulting a lawyer today, getting the facts 100% before I pay this and call my employer. I'm sure the consultation will be covered because I'm a teamster!

Just writing a letter can help, explain that you goofed and take responsibility for any fines but that a moving violation hurts your livelihood. Here is some reading on the subject.

Hey Roger that it's a $20 ticket that trooper gave you a huge break pay the ticket.Look at it like this are you gonna lose a days pay to fight a $20 ticket that with the wrong judge on the wrong day may turn your 20 bucks into the $250 ticket it should have been. Just playin devils advocate

Not sure about there, but in Arkansas we have what's called "failure to obey a traffic device", which can and will cost your job.
Your attorney needs to find out if this ticket will actually be as bad as a 27mph over. -

The cop gave you a huge break as this ticket could have been well over $300 and he did have you on radar but also estimated your speed. I know if I was a cop and gave someone a huge break and they then fought the ticket I would show up at every hearing.
If you have a clean driving record for the last 5 or 6 years, I'm not sure which, your insurance shouldn't go up. Plus it is highly unlikely the magistrate will give you another break after he reads ticket and realizes the cop already did you a favor. Especially in Mass.
But you can spend over $1000, if you take in lost work time, lawyer, etc, to fight it. What is your employers policy in reguards to minor traffic violations?
