I agree it's low, if they were somehow catch the #######, they should charge them with attempted murder in my opinion. 1) to protect your life and the life of others.
2) to stop the theft of property vital to national security
3) to stop the theft of property not vital to national security but that is inherently dangerous to others
4) as a last resort, when all lesser means have failed.
