that government debacle happened well over a year ago......I know a bit about it because it happened here in The Good Life City at the Marine Corps Logistics Base. Long story short, a Mercer O/O was bribing a guy in the transportation department to get all their freight. But that just wasn't enough. So they started splitting 1 shipment into 2 (picture 2 humvee's) and billing them for 2 loads all the while putting both shipments on 1 trailer.

The indictment alleges that Potts, Philpot and McCarty used their official positions to defraud the government and benefit ULOC by helping ULOC obtain transportation contracts loaded with unnecessary premium-priced requirements – including expedited service; removable gooseneck trailers, which do not require a loading dock and are therefore more expensive than standard trailers; and exclusive use, which requires that freight be shipped separately from other equipment – even if that results in a truck not being filled to capacity. The indictment alleges that Whitman and ULOC brokered these shipments for service without the premium specifications and on fewer trucks than requisitioned by DLA, but they billed the government at rates approved by the corrupt officials. These actions are alleged to have resulted in ULOC profits grossing more than $20 million over less than four years.

Mitchell Potts, 50, of Sylvester, Georgia, the former head of the Defense Logistics Agency (DLA) Transportation Office at the MCLB was sentenced to 10 years in prison for two counts of bribery. Jeffrey Philpot, 38, of Tifton, Georgia, the former lead transportation assistant under Potts in the DLA Transportation Office, was sentenced to seven years in prison for two counts of bribery.Shelby Janes, 69, of Albany, the former inventory control manager of the Distribution Management Center’s Fleet Support Division (FSD) at the MCLB, was sentenced to two years in prison for bribery.Kelli Durham, 35, of Leesburg, Georgia, the former manager of United Logistics (ULOC), an Albany-based trucking company and transportation broker, was sentenced to six months in prison for conspiracy to commit wire fraud.Collectively, the defendants were ordered to pay more than $2 million in forfeiture and restitution.
Now, the Marines want money from Mercer because Mercer was the broker or whatever........

At issue is whether Mercer -- one of the largest trucking companies in the country -- knew or should have known that one its drivers and a sales agent, according to the government, paid thousands of dollars in bribes to two former Department of Defense employees who funneled millions of dollars in “lucrative” shipping jobs to the company from 2006-2012.

For example, in October 2011, Nelson hauled a 53-foot trailer from the Georgia base to three delivery sites in California and one in Nevada.
But it appeared from the government’s internal records as if he had made four separate trips instead of a single cross-country route with multiple stops, resulting in a fee of $26,562 instead of $7,084, according to the complaint.
Mercer says the way those jobs were paid does not violate government regulations, as the Department of Justice claims, and that the Defense Department chose to structure the jobs as such.
The civil case against Mercer began in 2013 when James Reeves, who was a national accounts manager in Mercer’s sales department until 2014, sued the company under the False Claims Act, a federal law that allows whistleblowers to recover some of the damages from frauds against the government.
An attorney for Reeves, a resident of Indiana, did not respond to a request for comment.

Ok, let me get this straight, the same truck number on the separate BOL's, pick-up separate (on paper) loads on the same day going to different destinations? No one in the government office responsible for paying the bills noticed this? It took a greedy Mercer informant to notify everybody? Is there not a f*****g ethical or sane person left in this country? I've made a good living in trucking since '76 and never had to abuse, miss use, or ridicule to do it. Not going to promote myself as a saint, but was brought up to work hard in order to play hard. Signed, Speechless.
