The truck has to have an ECM for a Qualcomm attachment. I'm not sure how they're handling pre 2000 tractors.
As far as the EFN goes. You have to have this info no matter the year. It'll be located on the motor. It must have the series number, manufacture date, and Engine Family Number. I had to order a whole new plate.

I've been told that LS has no age requirement as long as the ELD can talk to the truck.
All new BCO's must use the ELD even if truck is Pre-Y2K. Also it has to be their ELD (Qualcomm MCP50) hooked directly to the ECM.

That's because they need to monitor and maintain logs per the FSCMA requirements and the Qualcomm is an efficient streamlined way to do it.
