elog, paper log does not matter. Both cases are you 14 is being used. You also, to be legal, need to be logged as on-duty not driving.

On-duty time means all time from the time a driver begins to work or is required to be in readiness to work until the time the driver is relieved from work and all responsibility for performing work. On-duty time shall include:

If you are broke down. You can get released from duty by your supervisor. Then you can log it Off duty or Sleeper berth. But you must be released :

If your supervisor or other personnel are handling the logistics for the repair. Than you "could" (grey area) be considered no longer on duty.
This situation would be more plausible if you managed to wait in a parking lot.
