The conspiracy lies with the ATA. American Mega Trucking Association.
Their drivers are so F / U that they can't keep a log book. They had so many violations, this leads to a real justifiable trail of physical evidence when the law suits start for them killing & maiming the public at large.
The DOT probably had no choice to threaten them, and they have the financial resources and lobbyists to make this happen with smoke and mirrors just like the CSA garbage.

I never fudged a log book in my life. I had 3 of them, and never had a problem.

I saw a Werner loadboard posting not long ago and I called on it. It was next to impossible to complete it within its assigned time frame with current HOS without violating it. Well the broker said something like that "You know...The receiver does not work on weekends, so it is either Monday...however ...some drivers are able to deliver it on Friday by 3 pm...." Suffice to say that pick up was on Thursday in the morning and the delivery was 1000 miles away.
Yet the same Werner had audacity to send me a newsletter email, from their Compliance Team stating the benefits of ELDS and how good their implementation will improve the world. Hypocrisy!
The megas were forced to ELDS long ago by themselves. Now they want us all to be crippled like they are. The HOS are good for ####### that are insecure and like to be like little doggies (Yorks or Cocer Spaniels) protected by their masters and be on a leash all the time. How about there is no HOS at all for those with 1 million miles and not at fault accidents and 10 years of experience. If there is an accident, whoever is liable, answers for it. Those who were on paper so far, operated like that...without HOS at all, just common sense. -
