Starting of new Dispatching Service - Required thing

    I am planning to start new dispatch service and eventually start Broker-ship in few months.
    I would like to know few things:
    1) What all licenses and authorities I will need to apply?
    MC# ?
    USDOT#?
    Any other things??
    2) currently I do not have sny trucks , so how do I get Licenses and Insurance ?
    Liability and Cargo?
    3) Any other state specific licenses?

    Any steps and help would be appreciated.

    I have @25 truckers ready to work with me ... but I am trying to find out the exact process to get licenses , certifications etc. I believe , I need to get MC# first so that I can get insurance for them
