Part of the reason may be to improve visibility when plowing at 50 mph, and aiding in keeping snow off of the windshield.

I have some more on snow clearing.
To start with, a farm tractor with a snow plough. These are mostly used on small roads, bicycle paths etc. Most of them are owned by agricultural contractors, who are hired in wintertime to do this kind of work.
Then we have a Dutch invention, the Snowcuber snow compacter:
And finally a clip of our national airport Schiphol, comments are in Dutch, but you get a pretty good picture of the machines in use. By the way, the snow is handled like chemical waist, because of the anti-icing fluid from the aircraft that is mixed with the snow.
