That doesn't explain why no-one pulls forward at the ones with plenty of room and there are lots of those out here too.

It is legal to run off road (red) diesel in the refer though (cheaper because no road fuel/IFTA taxes). So they keep the hoses short enough that you can't fuel the refer tank with the road diesel hoses, and the red diesel can't easily be put in the tractor. Assuming of course the fuel stops still have red diesel....
A properly built fuel stop will have Road Diesel where the truck parks and a separate pump back by the refer. Kinda a rarity now. -

I used to pull reefers that had the tank mounted under the unit. Had to climb up there and open the doors to fuel the reefer. I don't think the average truck stop diesel hose would reach these days.
