Did you find or even solve your problem?
The filter you're posting is a Fleet guard ff5369. If I remember correct it's a 10 micron filter. I run the same all year long. My shop even recommends to put a bigger one in during winter due to plugging up.
Just last week I had to change one between services. And I run 25000 miles interval. It was the first one in 7 years. Must have gotten a bad patch of fuel. -
I am still working the problem. I can boost pressure leak checker coming in the mail tomorrow. Been pouring the power service algea cleaner in the tanks for now since that is all I have access to at the moment. The davco filter is turning black as all night right now.

Your fuel level in the Davco seems about right. Does the level rise at some point? If so, when? How many miles?

It usually starts getting high after 15k miles. That filter is newish.

It's unusual.
But even when my filter was full, I didn't experience any lack of power or change in fuel economy. -
I have an allergy problem that's why my filters turning black

During the time when the level is low in your filter, do you still have the low power issue?

No just been low all the time. I can say I have been regaining power back as I keep pouring that power service algea killer into the tanks. Fuel economy is still bad though. 5.9mpg
