Do i need a NY HUT sticker?

Yes. NY HUT applies to the gross combination weight, so it will include your truck, trailer and cargo. Where they make it confusing is by giving you multiple options on how to calculate the tax due based upon loaded and empty miles or just flat rate based on unladen weight.

For simplicity I recommend using the unladen weight method, you would pay a slightly higher rate per mile than if you calculated both loaded and empty miles but it is easier to figure out and the difference is only a few dollars a quarter at most. Also easier to support during a tax audit. When calculating NY HUT remember that all the miles on the NY Thruway are exempt from HUT. They still need to be accounted for and reported, but no tax is due on them.

Wrong. The OOIDA challenge only reduced the fee to $1.50 per truck for the decal. In reality it was a giant joke, typical of the clowns at OOIDA. They fought NY and ended up costing out of state motor carriers like myself more than our "refund" check was because we had to use a permit service while the court was deciding the case due to NY locking out of state carriers out of the OSCAR online system.

You can buy a permit for each trip if you make a few per year. You don't need to file quarterly reports.

Once you start an account quarterly filings are required and mileage records must be kept.
