How about Fleet One Edge? They say that they have 10cents at Pilot/Flying J and TA/Petro and the cost-plus program on smaller truck stops. They don't charge transaction fee in-network. I was not able to get the in-network list though. And you can't add savings there. It is already a prepackaged card. They have Fleet One OTR where you could add savings IF you could negotiate directly with the retailer. Did someone use this card?

Do you have in-network locations list for Fleet One Edge which is available without the account?
    Maybe sample discounts sheet?

If you call you can tell them your location and they can explain which stations are in your area . Where are you I can look on my list and give you a few places . The list is to long to copy and paste .

Let's say I'm driving I-81 from TN to PA. What do they have on that route?

That's a lot of interstate . Basically it's all am best , circle k , speedway , Sapp Bros and Sunoco diesel stations . Usually about .13-15 cents off I've seen as high as .25 cents . Ta in maybrook NY for instance is 3.85 right now - .10 so 3.75
Am best in Mt Cobb pa is 3.65 -.15 cents . Pa has a fuel tax that is .35 higher than NY so obviously that TA is price goughing . ( This is my running area so I used these as examples)

The company I am leased to uses NASTC ,yes you kind stuck to ta/petro
But I have used it in many places other than ta/petro you get that .06 cent discount of a cash card but no fuel savings. But those places EVEN without a fuel discount are way cheaper then ta/petro next to them and at least you get 06 cents I have used it at speedys, maverick, casinos, 66, and many other places in different states
But I am told often by the carrier to use ta/petro cuz the company keeps the savings for the free dryvan trailer they provide.and once in while they charged me .10c a gallon for not fueling at ta/petro .still cheap AND GOOD FOR MY PAYCHECK for me than ta/PETRO.
It's a fleetone NSTC card you can pretty much use it a lot of places.

Fleet one tried to auto withdraw $300 one day and transaction was refused due to low funds(factoring was running 2 days late unfortunately). Week later they withdrew $2000 normally. Third week all our cards and account were suddenly with out warning blocked! Trucks could not get any fuel and we could not see any fuel purchases and reports to prepare statements. After waiting 2 hours on hold since we didnt even know what was going on they asked us to wire them the money and wait untill it clears for 3 days, to use western union or to request them to re run the auto pay and wait 10 days to for them to unblock us! We were also informed that we lost the line of credit that we had :/
Their service became useless to us. Not to mention that there were no fuel discounts at all at FJ, Pilot, Loves, Petro in 2 months.
I truly believe that they were supposed to make our life and work easier and provide a good service. Stuff happens and why create a problem where there is no need for one? $50 Fee they charge should be enough. My advice to all is to not rely on fuel cards and to avoid fleet one. We will be closing the account. We cant do business this way.

I had a VERY similar situation happen to me. My card was frozen due to a major breakdown we had. Took me 3 and half weeks to get the truck fixed. The fuel bill was also $2000, but I also had to wait on loads to pay so they didn't receive their funds for 2 weeks. In the end they cancelled my credit, charged me for several fees and now they say we owe them more money. DO NOT rely on fuel cards. I Pay cash now and keep my receipts.

To my knowledge, RTS should also carry other smaller truck stop chains with bigger discounts. I have NASTC, and while TA/Petro is the main one, I only fuel there 25% of the time. Other truck stops such as AMBEST, Speedway, Roady’s, etc. usually have cheaper fuel. It also depends on what part of the country you’re driving.

I am looking through some of my fuel receipts from this month. Here’s what I got (numbers rounded):

    212 gal, $120 discount
    103 gal, $32
    289 gal, $81
    124 gal, $35
    340 gal, $131

Keep in mind that I buy fuel at the cheapest locations on my route. So these are discounts on top of the already cheap fuel stops.
