Many good truck shops and dealers of quality supplies carry grade 70 chains and hooks.
Not sure what the law is in your area, but here they are mandated by law. Low grade hardware store elcheapo chain is not allowed for the restraint of health equipment. The binders must also meet DOT standards for the job. Again sorry I don't know about your legal status there, but here the chains must meet a certain amount of the loads weight standards, and all attachments must also be chained down properly, such as blades, buckets, excavator arms etc. Some people think it is excessive that i carry ten chains of various length in 1/2", and eight more chains of various length in 3/8", but sometimes it is barely enough. $2000 or a bit more in chains alone would be a reasonable budget in my opinion.
