Perhaps, but things happen. Things break. These roads coming apart can wreak havoc and test all components on a truck. Axles and hubs can break, and there is no pre-trip inspection in the world that is going to somehow reveal in the crystal ball that it is going to break in 3 hours.
There's just too many possibilities to make any assumptions in such a case.

I had a super single (wide based )come off the front driver side trlr axle about 6 yrs ago.
Rolling around 30mph thru a small southern MN town near Iowa.
I noticed it in the mirror as it crossed the hwy and struck a bldg on the other side.
Caused quite a bit of uproar throughout the company as it was the second incident of that type.
Turns out it was a tapered bearing failure from Timpkin( I think)
The conical individual bearings in the assembly gave way to the stress after the company swapped out duals for singles w/o testing or researching the bearing load capacity and lifespan/replacement intervals.
No way a pre trip could have caught this.
As far as I know my company and the manufacturer are still placing blame on each other but fortunately no one was killed.
We ended up bringing another trlr down to transfer the liquid to and removed the opposite tire and chained up the axle and limped home under the cover of night. -
I guess when it's your time to go ... it's your time to go.

Follow up to the story.
They located the rig.
Absence of $3 part may have truck wheels roll off, killing Minnesota student in Mississippi -
DANA Transport???? They haul almost exclusive hazmat. But they do have mostly if not all owner-ops and frankly, I've seen a lot of crappy looking older trucks with DANA on the door. Maybe they will have to reevaluate their hiring standards and demand more and scrutinize maintenance records from their owner ops. Some mechanic somewhere is going to have some explaining to do but there's no telling how long ago the axles were pulled from that rig. I guess this came off the [rented] trailer?
But how many users here run their mouth to us all the time .... "this would have been prevented with a good and proper pretrip inspection"

Dana has just as many company drivers as O/O. They run under 3 different operating authorities-Dana, Suttles, and Liquid Transport and can be anal about vehicle maintenance.
But all the trailers you see with the Dana logo on them are not run by Dana. Dana probably makes more money leasing trailers out than they do with their trucking companies. -
Unless maintenance records are shoddy they should be able to pinpoint last bearing/seal or axle maintenance in addition to the last time tire was removed.
We keep records of all maintenance performed and who signed off on it
