It seems problem is common with Volvos. I have same problem too. Where are the experts?

I have a 2007 Euro 4 Volvo FH13 480 with D13A engine. The issue started about few months ago with secondary air tank gauge being erratic. One moment it's up on pressure and next it's low and low pressure alarm chimes.
Yesterday after during regularly maintenance on the truck (rear air bellow), pressure on both air tanks could not go up after startup. However, on testing the reservoirs there was air in both primary and secondary tanks but not at the rear end of the truck.
Depressing the block valve knob on the emergency brake lever harder seems to get the gauges on the dash to work and pressure started to build up.

What could be the cause of this problem?
