Anybody get the eerie feeling that the border infrastructure is more geared to eventually keeping us in instead of stopping illegal immigration? The actions of federal law enforcement and the executive branch (Current Obama AND past Bush, Clinton, Bush, and Reagan) in not vigorously enforcing the laws on the books speak louder than their words.
Believe me that the pilot program will be back once a procedure is in place for a controlled NAFTA Superhighway Infrastructure complete with privileged cross border liberties for the well connected multinationals. They just have to make sure that Mexico doesn't ever help out any eventual rebellion or unrest in the US.

America as we know it as dying, and along with it will go its trucking industry as we know it. Just look at the federal background check we need now to haul ALL Laundry Detergent.

I confess! In April of 2008 I spent a week in Tijuana with my girlfriend. She was there for cheap plastic surgery; and I for dental work. On the way home, I sweated my way through customs as I was carrying contraband.
That's right, I purchased 3 Advair asthma inhalers for less than half of what one would have cost me in the United States w/a prescription plan. I also purchased copious quantities of Coca~Cola. Mexican Coca~Cola still uses sugar, rather than corn syrup as they do here in the states. Call me crazy, but I think Coke tastes better with sugar.
