I would expect any Canada-only fleet will have to treat cannabis the same as alcohol. Regardless of the fact they may currently have a "no drugs" policy in place, the first time someone gets fired for having it in their system, but not being impaired at work will result in a lawsuit which the company will lose. All my opinion, but I don't see any legal way for it to go otherwise.
However, given the typical attitudes in the industry and those of the typical employers, I would expect them to be dragged kicking and screaming into the current social climate, so looking for a "420 friendly" carrier will likely not be an easy search.
