buildings here are always with flat roofs, some modern houses as well.
they make side walls little bit higher, fill roof area with gravel, or ceramics if someone wants to use this space.
in both cases you need good hydroinsulation, for our climate at least 8€/m2, i have italian mapei they cost about 13.5€/m2, for now no problems.

Greenhouse down road from us sells primarily most vegetation and flowers for hospital roofing for "green roofs". Supposed to help with insulation and water run-off. Sure quite popular in Europe.

 

Change is slow but is happening.
Study shows a "green" roof is better ,it will cool a city in the heat off summer.
Getting back to nature in a city is not a bad idea.

 

One of most important questions regarding roof is surface temp. How much heat will get to roof itself. Roof temperature change extremly in just few hours, thereby you have condensation.

Normal wooden roofs need good ventilation to let heat to get away with air circulation, this way less heat get to rooms.
