It, unless it failed while practically new, would be hard to pin on a manufacturer, drivers fault or not. Worn parts or damaged parts can not be blamed on them.
I do know of one case where a fifth wheel on a stinger (car hauler) set up came loose 80 miles after a shop had rebuilt his fifth wheel. Now that one could have been the drivers fault too, but the shop was on the hook for it. There was no real damage, it came off on the interstate, but that carhauler only had a few inches to drop and it stayed straight as you could have driven it in it;s lane until it came to a stop.

What we do know, is that probably 90 percent of the dropped trailers are driver error, luckily most of them happen before they get out of the lot.

That does not surprise me, but how the hell does that work?
Do they only require them on new ones registered in Cali?

Doesn’t matter what state they’re registered in.

Do they have an age limit on the trailers, or did everybody have to retrofit their trailers to run CAli?

It pertains to certain model year/age. A year and a half ago one of our trailers got nailed for not having the side skirts going through one of the checkpoints in California near the Nevada state line.

Marten got an $1100 fine for its troubles..

So ever since then, all of our trailers have to have side skirts installed, whether coming brand new straight from the dealer or retrofitted at a terminal during an inspection. Our trailer ages are from brand spanking new to 5-6 years of age on average.

I keep hearing Cali is a great place to truck, hmmm.

What is their reasoning for this?

I remember when they started this a few years back. I think it is supposed to save fuel, which is going to help slow down the inevitable process whereby the entire earth will soon become uninhabitable due to climate change. So, if everyone has to install trailer skirts, and all the trucks that go to California get an extra 0.3 mpg, that will reduce carbon emissions enough to delay the tipping point of no return for catastrophic global warming from August of 2030 to February of 2031, or maybe even March of 2031.

Well for my purpose I hate the friggen things. We get some up here from the lower 48 that has them, these are all light 2 axle trailers which are dangerous enough in the wind, then add a major wind stopper and the very best we can hope for is the little snow burm at the side s of the road stops it when it slides sideways on you. To me they are just waiting to flop you off in a canyon or something.

We have underfloor storage on some of our trailers but it was simpler to get regular boxes with skirts.

But man that underfloor storage is a great option to have sometimes.
