CAT does not recommend filling the secondary fuel filter when changing that filter. They want it installed dry. Reason is that they are concerned about getting dirt into the fuel system.
However installing the filter dry can cause loss of prime and failure to start. Also on the HEUI systems, getting air into the fuel system can damage the injectors - and an empty filter introduces air into the fuel system.
So I always fill (fill from the outside holes so any dirt that may get in is trapped by filter media).
What do you guy do? Fill or not fill?

I use those paper screen funnels they use for paint to fill mine. Or get a plastic funnel from parts store that has a screen in them.

I'm an old retired truck mechanic (not a lot of CAT experience) but never heard of leaving the secondary fuel filter dry on any engine. But maybe these newer motors with electronic fuel injectors it's now recommend installing dry to keep dirt of out fuel system.
Is this a CAT thing - or does Detroit and Cummins now want fuel filters installed dry too? -
I've said my piece on a thread like this a few weeks ago and got flamed bad for it. So do what you want, its your truck.

I've been filling fuel filters full clean diesel before installing for 30 years and have never had a problem doing it that way. Never.

They recomend spinning dry filter on the engine then priming it with the hand primer to fill the filter. Takes way to long and is a pain in the ###

Not all of us have hand primers. I always fill mine. I have even chunked a new filter after I filled it cause I didn’t trust the fuel I used was clean. Chunk it and get another
