There are folks advertising 2005 and 2006 trucks with the C15 and saying these are no/pre emission engines. I've always been under the impression that once Cat went to the dual turbo engine, it's considered an emission engine. What am I missing?

An emissions engine is one with the DPF. So 2007 and newer.
Oxbow Thanks this. -
I consider anything with EGR an emissions engine. CAT's Acert was their solution to meeting the emission standards of those years without resorting to EGR.

Before EGR was pre-emissions, 2003 was the transition year. EGR was bad enough, DPF was worse. Things started to get better once DEF came out as they began to cut back on EGR.

CAT used valve timing with the use of VVA's to control Nox versus EGR on the twin turbos Acerts. Then with the addition of DPF's on the SDP and LEE engines clean gas induction was added because the VVAs alone could not reduce the NOX enough.
