Has anyone got an understanding of this? Does it only pertain to California based Independents/Owner Ops?

If I'm based in Georgia, leased to a Georgia carrier, how does this affect my ability to run in and out of Cali?

If this is just about independant contractors vs. employees, it shouldn't affect a business based outside of California that has no physical location inside of California. That's purely a guess. I hope that's allowed.

It sounded like it only affected those living in CA only. They had an ultimatum I guess, go company or move out of the state. I'd leave the state and take my tax dollars somewhere else, but there are those who have worked for 20 yrs or more and are attached to the area that can't just jump up and go. CA is going to bite the hand that feeds them one time too many I think.

Speaking from a Californian here, just because you are from out of state does not mean you are exempt when you enter CA. You still need to adhere to the CA meal and rest break law. From what I heard Werner got rid of all their IC's in CA.

That is not true. It only affects companies located IN the state
If the company is based in Georgia it’s not subject to the legislation

The lease op drivers making 20 bucks a day in the ports will be out of a job.

They are probably illegals driving the farm owner’s truck so they will be safe.
