DOT can audit the logs easier yes. But it's just easier. They always had the ability just took too much manpower needed and even then it was hard to prove. Nothing really changes there other than the electronic version is flagged for each edit and a good reason need to be added. Most of that is done by the dispatch though.
As for continuing to violate, again should have been company policy to fire the driver for the last 80+ years that HOS has been around. I know it hasn't, and thanks to that we now have e-logs that make it easier for the feds to find repeat offenders.

So in Michigan how does it deal with the "45 mph when workers present" or the ones in Indiana construction zones that are only in force when "lights flashing". School zones that say max 15mph "when children present" or during certain hours and other similar things?

Glad I don't have to deal with that. Yet.

The camera will flag the video/data stream and someone from the service provider will review it to determine if it is a legitimate violation. If it is, it will be sent to the company's safety contact. If it is not, it will probably be used to tweak the camera's software to make it more accurate.

Dec 17 all commercial vehicles will be required to have the ELD system on board. the only thing I know about those stupid construction zone is they should have people working on that crap 24 hours of day 6 days a week. Most of the time these construction zones are nothing more than speed traps. Having a reduce speed when there's nothing going on is completely impractical and dishonest.

The camera and the ELD are two completely seperate things.
The ELD is enforced be the FMCSA.
    The camera is not.

Sounds like the Baltimore city trick of sending out camera tickets in school zones at 2:00 AM on a Saturday night.

All we need is one more computer to steer the truck and we can sit back and relax all day and let computers drive the truck. Ha ha

The Samsara device your company is installing has far more functions than an ELD mandated by the FMCSA. They have chosen these company policies, which will not have any bearing on their CSA score, which have to have a written inspection or citation to affect a change in their score.
If you want to drive for a company whose management has been sold a safety bill of goods by some high tech safety NAZI's be my guest.
Some companies actually look at the driver and his record, operate day to day operationally to make their deliveries safely, not absurd schedules dictated by the same computer geeks who have a degree in "Supply Chain Management" and don't know squat about real world trucking.
I suggest you look elsewhere for employment.

That level of micro-management is a great way for company owners to cover their own butts financially, and give all responsibility to the drivers.

That's a level of micro-management that would make me hang up the keys before I went out in a truck with that tech in it.
