I am not understanding the DEF regulations if I want to buy something without def or dpf and long haul in canada and the states can I and where would I not able to go if I did that

If it was built that way (pre '08) you should be fine everywhere, if it's been deleted you may have problems soon everywhere as they are cracking down on emissions control deletes in north America as a whole.
