I agree that suing for unfulfilled recruiter promises is probably an effort in futility, but if a company ripped me off - didn't pay me as promised - detention pay, breakdown, stop/unloading, toll/scale reimbursement, you name it - I would document the hell out of everything, exhaust all avenues of getting it amicably resolved with the company, and if that failed, I'd give my two weeks notice (citing their specific failures to pay as agreed as my reason for leaving), find another job, and file suit in small claims court (no lawyer needed, minimal expenses). Chances are, if my beef was legitimate, the company would pony up rather than go to court. If enough drivers filed pesky lawsuits (for legitimate grievances) against companies that make a habit of ripping off their employees then things change for the better.
Yes, I know that it would be time consuming and that the time and effort might appear out of proportion to the dollar amount at stake. For me, it would be a matter of principle. In the long run I'd feel much better about having taken them on, win or lose, than if I had just quietly let them get away with it.

Also never do 1099 agreements.
You have no recourse for anything and the State won't help you at all.
Under W2 the State WILL help you and most likely you will get your money.

Well, the fact of the matter is I don’t have time to sue them at this time.
I’m busy suing people with bad breath right now. There’s no excuse for bad breath. Go to the dentist, guzzle some Listerine, chew gum, etc...
