Registration is required to be able to access the clearinghouse once it is fully implemented on January 6, 2020. To access the clearinghouse, authorized users must register. These users include:
Drivers who hold a commercial driver’s license (CDL) or commercial learner’s permit (CLP).
Employers of CDL drivers. This includes those who employ themselves as CDL drivers (owner-operators), typically a single-driver operation.
Consortia/Third-Party Administrators (C/TPAs).
Medical Review Officers (MROs).
Substance Abuse Professionals (SAPs). -

This clearing house thing has been getting mentioned in truck mags like Landline and Overdrive (both of which can be sent to your home for free), freebie truck papers and such for a while now. All through the regulatory process. Amazing how few drivers try to stay up on what is happening in the industry that provides their livelihood. Was the same thing with the ELDs. Drivers were surprised and outraged the the feds were able to sneak them in like they did.
