You want a W2 job. That way the employer has to pay the withholding and relevant taxes while the employee deals with it once a year with the IRS.
There is no such thing as co-national. You have Dual Citizens, German_Americans, Irish_americans or wahtever other combinations that fit. Eventually we are a immigrant nation so as long the worker is legally able to work (In hazmat of all things???) there should be no problem.
The essence of lease or similar situation means that Big Poobah Express Inc gets to wine and dine women while the money rolls in with that taxes, fuel and other expenses paid by the leasee. that's you the 1099 person. And if for some reason you do not accurately keep up your quarterly taxes the IRS can and will crush you. (Bank levys, frozen assets, seizures of assets and so on all the way down the line until that person is reduced to begging on the street corner for a dollar.
