Sounds like a trap to me. Plenty of multi-axle steel haulers running around in that area that are legal on certian routes. One wrong street and all of a sudden they are "baby eaters"?

Ever seen a "super truck" dock at a steel/striping plant? They have a dedicated dock with extra thick concrete so they don't crack from thier weight. They run all around Indiana and Ohio.
One thing is sure, if they go off route, then there is hell to pay to the man... If they get caught.
Ever deliver to a place that has a 6 ton weight limit on the road in and out of the delivery/pickup location? And it's the only way in and out? Even with a legal load you would be 14 tons (28k) overweight.
I think they just tried to throw everything they could at this guy,and the news just reported what they read... -

I'll look the other way on the weight. Been going on around here since trucking started. Permits cost money. Guys just trying to hustle.
