Most likely you Have a leak by the manifold depends on what year the truck is and if it has the updated manifold on it or not. Check if the manifold has sliders when it joins with the pieces or if it has small flex pipes welded to the manifold itself. Also want to check your boost system for leak as far as Charge air cooler and all piping.

probably an exhaust leak, if you have the 3 piece cover behind the turbo it is now been replaced with a 1 piece unit. I have the same issue, but it isn't bad yet. Will replace when I need to do the oil cooler seepage.

A simple smoke test will find the leak, I have no clue why the dealers would just throw parts at it.!

I had that whistle problem on my d13 with 450K miles. Put new turbo and exhaust manifold with all new gaskets and clamps. Whistle was still there. Drove about 500 miles with whistle and found exhaust gas marks on EGR valve. Replaced EGR valve and now everything is good. EGR valve $1200 - $500(core) + $140 labour. About $840 for new EGR valve installed.
