Detroit Turbo Not Spooling??

I have a 07 Freightliner Century 14 liter Detroit EGR deleted. This truck has been running rough occasionally lately, but has definately gotten worse now.

Especially I notice on take off, but even when just driving down the road the truck will sputter around erratically. I thought I got bad fuel, and dumped lucas injector cleaner in the tank. It continued doing it, so next tank I dumped some Howes Diesel Treat in it thinking maybe I had water in the fuel. I also drained my fuel filter and it shows to be fine. (Less than halfway up the filter in the clear housing.)

Now while going down the road it would not get above 1,200 RPM's in 10th gear so I downshifted to 9th and it won't get above 1,500 RPM's. It kind of sputters a bit but I noticed my turbo is not spooling up. I'm wondering now if a sensor or turbo could possibly be going bad. I recently replaced the turbo pressure sensor on the intake manifold for a similar issue. Yes its a genuine Freightliner part.

Does anyone have any ideas if it could possibly be turbo related or fuel or none of the above? At first I thought possibly injectors, but its not throwing any codes.

Its a factory turbo. I think it's definately something turbo related. I'm thinking that turbo pressure sensor again possibly, because I shut it off and restarted it and the turbo spools up fine for a while.
