generally there's nothing to setting SWR...Just hook up a external SWR meter between the radio and antenna...then adjust the stinger up and down...

what radio are you using? some radios have better filters than others to mask over whining noise...
If it was working g before you replaced the antenna, then there's one or two possibilites wrong...one, the new antenna just needs to have SWR set...
