I tend to be quick to move to the relay in these instances, because it’s one of the most apparent tells you’ll find in the circuit. As for your fuses, just take your tester and check them all. It’s just a couple minutes, after all.
If I take a Power Probe and I have power at 30 and ground at either 85 or 86, then I’ll apply power to 87. If I get a response from the starter, then that rules out a lot then and there. If I don’t have ground at either pin but I’m showing power at 85 or 86 without the key switch in the start position, those aren’t ground side switched and you have a faulty ground somewhere causing current to backfeed

 

There’s the solenoid on the starter itself but there’ll be a relay between the key switch and the S terminal of the solenoid.
