1998 International 8100 No Start

This 98 International 8100 is not getting a start signal at the starter, all fuses and relays seem to be good. The ignition switch is good but i cant figure this out, i heard there is a inline fuse in the dash somewhere hard to get to and i am needing some help on this. The truck has the blue international motor and is a 4x2, manual, with a day cab. I wanted to know if there is an in line fuse because i cant find a wiring diagram.
