I grew up near there. And im going to side with residents. That road is dangerious as hell at the BEST of times. Many a time i was nearly involved in a headon with a truck that took up too much room. And that was 20 years ago. I cant imagine its gotten better.

I fail to see how they can charge the owner with manslaughter and aggravated assault if he wasn't driving.

    Guilt by association.
His company was already on the Fed’s radar for some stuff.

See? Run over a rich white man and things get ugly real fast.
    Condolences to his family.

All the FMCSA stuff is fair, as he is the one who is responsible for those things (assuming he doesn't employ a compliance officer). But the felonies I mentioned should be charged to the driver, not the owner, unless it is proven that he was driving or helped the driver secure the load. (I use the word "secure" loosely here)
