On my 9200, you can push the red button in. It releases the trailer brakes, but when you push the brake pedal or pull the trolley valve, it's not getting any service air to the trailer. so no trailer brakes at all.

Anyone else had this problem or have an idea on where to start? I'm gonna start at the protection valve, and work backwards.

Pop your blue line off at the trailer and pull your spike lever and see if any air is coming out. Then follow your blue line. Some trucks have an in-line quick release valve right at the back of the cab, it could plugged, after that, like stayingback said, you likely have a bad tractor protection valve.
