2003 sterling missing at 2000 rpm

I have 2003 sterling with 3126E cat that was missing at 2000 rpm and above then quit running altogether so I tested fuel pressure and didn't have any after that took to local shop and they informed me that the heui and injectors were bad and would cost $20,000.00 to repair so had it towed to shop and I replaced the parts now I go to start and I'm getting no engine sld231 fail 09 and tcu130 I replaced batteries checked fuses and started looking at connections the dash fuse panel on right side has posts on top one of them should be hot (it's dead) and another one that should be ground and it is not any help would be appreciated (I do not have a scane tool for this truck just dash read out)
