No, you can not drive a 26k GVWR truck & pull any trailer without a CDL A or B. 26k lbs + anything & your into CDL territory.. Your example of 26k truck + 10k trailer clearly exceeds GCVWR by 10k. That would be a good example of what a class B is for.

Class B is any GVWR truck that exceeds 26k lbs GCVWR, but the trailer is limited to 10k lb..
    Class B --Ex
    -- truck--- trailer----GCVW
    16,500---10,000---- 26,500
    26,000--- 7,000----33,000
    70,000---10,000----80,000
Class A is the same as B, except the trailer does not have the 10k lb limit..

With your NY class D example you can get up to 26k lb anyway you like, you just can't exceed it without a CDL. Any state you can't exceed 26k without CDL..
    Class D example
    Truck---Trailer----GCVW
    10,000---16,000----26,000
    14,000---12,000----26,000
    11,500---14,000----25,500

You get the picture. The stickers on the truck & trailer can't add up to more than 26k lbs if you want to run with no CDL..

This is my understanding as well but every time I find this subject is brought up someone talks about how any trailer over 10k gvwr puts you in the cdl territory. I appreciate your clarification.

Right, it's definitely a thing in California. Maybe a few other state's as well,? but I'm not up to speed on every one of them.

You are correct in being cautious & remember this is the internet so verify everything you can. If you live in NY state, I'd print out the page you linked & toss it in your permit book & keep it with you at all times. That way if your in Communistfornia, or another state with different laws you can show them you are legal within the state whom issued your license..
