Mine was blowing off every minute or so. But everything else functioned as normal and air in tanks stayed at normal pressure.
Day two (while waiting for parts because warranty would not pay for a whole air dryer) it started to build tanks to 150 PSI. Purge valve still did not blow off continuous.....was still just intermittent.

You got a leak between the dryer and governor. With the engine running spray it with soapy water mix and look for bubbles. You are looking for a 1/4 plastic line.

Ok, update. As I was driving just now, in the last 20 minutes or so it started blowing off even louder every 5 seconds! And it blows off with a consistent pattern. A loud air shot - fluttering - loud air shot - flutter, and on and on. I'm sitting in line to a terminal now and the air purge is now insanely loud. Not only can I hear it, I can feel it through the floor!

You have a leak in the signal side between the air dryer and compressor/governor. Usually the unloaders leak in the compressor to cause this. The fluttering you are hearing is the compression strokes of the air compressor because it is not unloading likely because it's unloaders are leaking so bad.

Truck Pro has ad9 for $190, Aramak brand. Don’t waste money on Aramak rebuilt govenor, had one lasted a month. Get a new one, Aramak or bendix. Mine was purging same as yours, eventually stuck open, bypassed it, then govenor went out. Flushed lines and drained tanks a couple times, Changed both, Dryer and govenor, Everything’s working good again.

So this is my governor. When I sprayed some all purpose cleaner around, I found a leak in between the governor and the compressor. I noticed it bubbles just when it's about to purge. So I'm guessing the gasket is shot.
Edit: though my whole air compressor should probably be replaced. Looks like a rusted out hunk of junk. But it works though and I know they're expensive.magoo68 and Rideandrepair Thank this.
