It will be a drug infested hell hole. That whole area is bad , has been for a long time. Used to live right across I 35 back in the 80's. Was sketchy even then. Don't miss it.

They can build income restricted apartments but can they make people move in and pay rent?

Many of Austin's homeless are homeless by choice.

Will need a strict contract to sign and one that can be enforced.

But can they make those folks sign the contract in the first place?

I'm speculating that demand may not be as high as the City is anticipating.

If the homes/apts are privately owned the contract should be perfectly legal.

I'm not disputing the legality of the contract, I'm questioning the will of the homeless to enter into said contract.

You're correct. Many homeless prefer to be homeless and admit that. Some have been given free housing, then within a few days or couple of weeks, they abandon the home to live on the streets again.
