    From the article.

"About half of the nation's;'s CDLs are issued in New York and California..."

That is what we called in the military "an indicator".

Could he not speak English? Or did they take one look at the driver, figure he doesn't look American and assume he couldn't speak English? This article feels like a passed narrative....only one person of authority said the driver couldn't speak English. Just because he's non-domiciled doesn't mean he can't speak English.

Anyway, what's more important here.....my condolences go out to the deceased driver.

On a slightly related note...... My buddy was in an accident in Indianapolis right where 70/65 split in town. A guy driving a dually pulling one of those motor homes made in northern Indiana..merged to the left, right into my buddy. Long story short, they guy had no CDL, no logbook, no name or DOT or anything. He ended up going jail. Totaled my friends truck. Surgery on his foot and back.

30 second search of the drivers name.

"After the incident, Tennessee Highway Patrol troopers administered an English-proficiency test, which Huang reportedly failed. His immigration status has not been publicly clarified."

Not surprising they are driving busses. Greyhound is foreign owned and Trailways allows hundreds of independently owned bus companies operate in its authority. Down here many bus companies run the big name banner and in small letters say owned and operated by xxxxxxxxxxx de Mexico CV. Driven of coarse by no US drivers up the Nafta corridor everyday.

Think the two are completely separate issues, not speaking English does not necessarily lead to a traffic incident, while I do support the need for any CDL driver to at least pass an English proficiency test, I watched one YouTube video where a driver of some nationality could not understand 3 basic questions asked by a POE officer such where are you travelling too, what are you carrying, what is your trailer registration?
Europe is a classic example whereby we have drivers from all parts of Europe taking trucks across the channel to Great Britain, from France, Spain, Germany, Poland, Latvia, Denmark all speaking a multitude of languages, are these driver supposedly causing more traffic incidents then the British drivers because they know very little English? Speaking, reading, and writing English or lack there of is not the cause of a major traffic incident, rather a lack of good driving is, fatigue, and distracted driver are the most common causes, following to closely and going to fast in a snow storm for example is bound to end badly, one does not have to know good English to understand that safely factor.
