Oh, they've been bellyaching about this for years now, obviously people aren't getting the message. While there's no excuse, sometimes these LEO's need to be more aware of where they park the cruiser, and the distracted drivers in traffic. Lose the cell phones, this will suddenly clear up.

Unfortunately it’s become justified. Illinois State Police lost 3 troopers a year and a half ago because people weren’t moving over-at least two of those cases involved semi trucks. So now they’re on the warpath. Last year Grundy County Sheriffs Dept. was using drones to nail people for not moving over.

Watching the video, you see a white vehicle in front of the truck. This vehicle slows and after the truck passes, you can see it stopped on the road side.
The truck is pulling a tank. Hard to tell if it had to move around the white vehicle. If so, did the surge get the driver?
