    More than likely all the above at once.
    Also possibly fake temporary license tags.

    This is why Massachusetts prohibits those!

    Texas, as of June 1 has done away with the paper temporary tags dealerships have to issue a metal plate as a temporary registration now because of that same kind of issue with these fraudulent paper ones
