I was thinking about buying a truck in another state but not from a dealer, I wasn't planning on putting it on the road for a few months, do I need to get a temp tag from Colorado or the state that I'm purchasing from. Will I still need IRP ?

You can get a transit permit, single movement, and drive it to your home. Ask your DMV about this. Or, you can pay a drive away company to deliver it to you.

I'm thinking I might have bargain pre-emissions tractor, Freddy 57 will I need the vin # from the truck? It's about a1400 mile round trip.

Yes, you wil probably have to know the VIN, they don't typically create an open ended permit. The dealer may be able to assist in this process as well by helping you get a permit issued by the state in which you purchase the tractor. I just use the drive away service...it's easier.

So here we go again. This has been covered many times here.
1) Its not a CMV until you go to use it as one. PERIOD!
So the whole having to get all the extra stuff we get for the CMVs that we use every day DO NOT apply to just driving it back "home".
2) Add it to your insurance policy with a printed out insurance card. This will require the VIN.
3) Call the state you are buying it in, and see if they issue temporary plates. Mass. is the only state I have bought a used truck in that does not issue temp plates in my area. As I have done many times, bring the title of vehicle, insurance card to the DMV or registry of whatever state its in. I have never had a problem with that.
4) The one sure, foolproof way to do it is, Pay for the truck sight unseenthen have them overnight the title, and go register it the normal way, rent a car/fly and screw the plates on then go.

If I remember correctly you could just put a "Not For Hire" sticker on the doors and you could insure and drive it like a normal vehicle on the trip back home. Though that might of changed since back in the day.

You will need the temp tag from the state of purchase. If your insurance agent is somewhat competent he can email you a card after you decide to buy the truck. I dont imagine you feel like travelling 1400 miles twice. I dont recommend sight unseen purchases but they work for some people. Make sure you verify the guy has the title IN HAND free and clear before you pull the trigger. I almost got the shaft on a trailer a few years back that the guy "couldnt find the title" on. Acted like it was no big deal. That got ugly 8 weeks later.
