The bus trailer must have seats, emergency exits, and a readily available means to communicate with the driver.
You are correct that it is illegal to transport people in a cargo semi-trailer that does not have these features.
Class A buses are impractical for street use, for obvious reasons.
Their use was mainly confined to large industrial facilities.
I have seen several pictures of large GM plants using these buses during WW2, as a means to get workers from the time clock to their work station as rapidly as possible.
Some states do restrict them. Some don't now. For general purposes, I don't think it's a problem these days.

That's an articulated class B bus, not a class A bus.
I'm guessing 75 foot bus.
