My employer finally made it clear their stance on cannabis and its the same as the stance police forces have taken.

"report for duty fit and remain so while on duty"

"there is a distinction between he casual use of controlled substances and/or alcohol versus substance abuse or substance dependence"

With over 1000 trucks they sure as hell don't want to make waves and walk 30% of their employees out the door into the welcoming arms of the competition.
Recent polls in Canada indicate cannabis use is higher than tobacco use,,mind you tobacco users are a dying breed

 

That's how it should be with any job.

Some of the mega carriers in Canada still have zero tolerance for it. But yet no problems with drivers smoking cigarettes and getting cancer. Hmmmm....

The megas go into USA so some will have to tow the line with zero tolerance however some companies will just have zero tolerance for their cross border drivers.
Regarding tobacco and alcohol. Neither of those products are ever prescribed by a doctor. Meanwhile cannabis is prescribed plenty.
