    The tow away is unrelated to the truck with the missing drum and is another example of a violation.

    I have seen several drums break off when cracked, without blowing the tire. I think they actually break and come apart after they have been hot a few times, but can be cool when they actually come apart. I know for a fact they one that fell out on the San Jon scales did not blow any tires, and since there is no hill even close, doubt it was hot either.
