Cummins isx 11.9 stop engine actives at 15rpms only

Peterbilt with a Cummins isx 11.9. Truck started losing power and whistling noise when hitting high rpms. Amber engine light was on. 10 mins later red stop engine activated on high rpms only. On Low rpms stop engine goes away. Connected computer and no codes at all. Any ideas?
