Got this problem with 13 KW T660 Cummins ISX15 that it won't rev past 1500 no matter what. Problem is more present in low gears 2-5. If I've got load on or not-doesn't matter. It still only goes up to 1500rpm and if I'm climbing hill its hard to grab next gear cause rpms/speed is not high enough. I'm thinking maybe throttle position sensor.??

    Check engine light on?
Is it a new truck to you? It might have progressive shifting and rpm limiting enabled

Well if it’s been governed by previous owner or your company at 1500 then that’s why. I’m sure the parameter is set to cut off there my Volvo was like that too. It was annoying when you try to shift it won’t let because the truck is moving faster than what your rpm allows

It wasn't like that a while ago. I've been driving it for the past 5 years. It just slowly switched to being like that.

Look under the dash for any switch activated by depressing the clutch...

If it has one and it's going bad it'll turn on a free rev governor while it "thinks" you're depressing the clutch even though you're not

    mitmaks Thanks this.

Have you had service work performed that may reflect a change in ECM parameters? Software updates ect. It is possible that settings got jacked or parameters didnt restore correctly during a flash. I agree it sounds like progressive shift or parameter issue.
